THE BIG PICTURE

Fire coverage is
one part of the story.

When traditional homeowners coverage is unavailable after reviewing regular-market options, the California FAIR Plan can be an option for an eligible property. Its basic fire policy is limited—it does not automatically provide the full protection of a traditional homeowners policy.

A separate Difference in Conditions (DIC) policy may fill some of those gaps. That is why it is often called a companion or wraparound policy. The important conversation is about how both contracts fit your home—not simply whether you have a fire policy.

MAKE IT REAL

If something happens,
where would you look?

Explore a few everyday questions before you compare policies.

01

Look at the FAIR Plan policy

A covered fire may fall under the FAIR Plan policy. Check the dwelling and contents limits and how a loss would be settled.

Educational examples; the actual response depends on the loss and the issued policy wording.

A VALLEY CENTER PERSPECTIVE

The address matters.
So do the details.

County planning records identify Very High mapped areas in Valley Center, including part of Valley Center Road. Confirm the parcel and disclose detached buildings and their uses so a rural-property review reflects what is actually insured.

Fire-hazard maps describe hazard, not a prediction of loss or an insurance quote. Very High areas can cover only part of a community. Check the address and keep mitigation photographs and inspection records available.

YOUR NEXT THREE STEPS

From uncertainty to a plan.

Let’s talk it through ↗
01

Start with your home

Review the location, occupancy, rebuilding needs, non-renewal notice and the date coverage is needed.

02

Compare the whole picture

Consider regular-market options and, when appropriate, the FAIR Plan alongside a separate DIC policy.

03

Coordinate the dates

Confirm issued policies, deductibles and lender requirements before replacing current coverage.

GOOD QUESTIONS. CLEAR ANSWERS.

Before you decide.

A little understanding can make a big difference.

What is the California FAIR Plan?

It is California’s property-insurance safety net for eligible properties when regular-market coverage is unavailable. Its basic named-peril dwelling policy covers fire or lightning, internal explosion and smoke, subject to the policy terms. Some optional coverages cost extra. It is narrower than traditional homeowners insurance; eligibility, underwriting and the issued policy still matter.

What does DIC mean, and why is it called a wraparound?

DIC means Difference in Conditions. A separate insurer may offer a companion policy to cover certain gaps around a FAIR Plan policy, such as theft, personal liability and some water losses. The FAIR Plan does not issue the DIC policy. The two contracts must be reviewed together.

Does having both policies mean everything is covered?

No. Limits, exclusions, deductibles and conditions apply to each policy. A FAIR Plan and DIC combination may provide protection similar to a homeowners policy, but the wording can differ. Flood, earthquake, water backup, valuables and other exposures need their own review.

Will my mortgage lender accept this arrangement?

Ask the lender to confirm its requirements before closing or replacing coverage. It may request evidence of both policies, particular limits, mortgagee wording and effective dates. An insurance request or quote is not proof that coverage is bound or that a lender has accepted it.

Does the FAIR Plan pay for a hotel after a fire?

Do not assume that it does. FAIR Plan fair rental value coverage is different from additional living expense coverage. Ask how a temporary move, evacuation and extra living costs would be handled under the specific policies, including the covered cause of loss and dollar or time limits.

How much will FAIR Plan plus DIC cost?

There is no reliable one-price estimate for every home. The property, rebuilding estimate, occupancy, selected coverages, deductibles, underwriting and documented mitigation affect the available options. Compare both premiums and both sets of coverage terms, rather than just the fire-policy price.

Can home hardening help?

Ask which wildfire mitigation discounts apply and what evidence is required. The FAIR Plan publishes a hardening-discount program for eligible policies. Documentation may include photographs, inspections or recognized certifications. A discount does not guarantee eligibility, renewal or a particular premium.

What should I do after a non-renewal notice?

Keep the notice and declarations pages, note the expiration date and begin reviewing options early. Ask about regular-market coverage as well as a FAIR Plan and DIC arrangement when appropriate. Avoid cancelling existing coverage until replacement coverage and effective dates have been confirmed.
